This paper summarizes the observations and findings of a comparative study on the contribution electoral commissions (ECs) make to the strengthening of democracy in West Africa. The author focuses on five main challenges to electoral reform discovered in the study. These are 1) the preferred model of electoral management bodies (EMBs); 2) the cost of elections; 3) electoral dispute adjudication; 4) EMBs’ partnerships with state and non-state stakeholders; and 5) presidential term limits.
