This commentary examines Russia's attempts to create a Eurasian Customs Union between its Commonwealth of Independent States (CIS). More specifically, the authors examine 1) the contours of the Eurasian Customs Union; 2) whether customs unions work at all; and 3) the wider implications of the Eurasian Union for world trade and what its prospects for success are.
