This paper reflects on the successes and shortcomings of European defense since 2003, and assesses the current state of play of European military capabilities and defense cooperation in 2013. It also highlights the challenges to defense with which Europe is likely to be confronted in the future, the policy options available to the EU in terms of defense cooperation, and the Union’s overall capacity for external action in 2013-2025.
