This brief discusses the causes and consequences of the EU’s promotion of dual-use technologies. It first comments on the meaning of the term 'dual-use' and its implications for technological production. It then outlines the effects dual-use technologies are having on the interaction between civil and defense actors by 1) increasing the importance of the commercial sector relative to the European defense sector; 2) affecting the types of capabilities being developed for European defense; and 3) transforming the governance of the European defense industry.
