This brief examines Article 44 of the Lisbon Treaty, a yet to be implemented provision which deals with Common Security and Defense Policy (CSDP) operations and missions and the potential granting of such tasks to groups of member states. Among other issues, the author examines the aims and possible interpretations of the article as well as how it relates to other treaty articles, scenarios where it could be used, and possible concerns member states could have over its implementation.
