This brief assesses the new setup of the European Commission and the role of the High Representative for Foreign Affairs and Security Policy and Vice-President (HR/VP). The author in particular focuses on 1) the structural challenges lie ahead for the Commission; and 2) how the Commission can help facilitate the work of the HR/VP.
