This report discusses the significance of cyber capacity building (including human resource development as well as institutional and legal reform to safeguard and promote the safe, secure and open use of cyberspace) for development. Among other issues, the authors look at 1) national cybersecurity capacities and existing cyber capacity building models; 2) the role of the rule of law and human rights in cyber capacity building; 3) the importance of cybersecurity for economic development and the relations between public and private actors in cyber capacity building; and 4) the main connections between development and cyber capacity building.
