In the 1990s, the Algerian Army relied on the “three C’s” (conflict, containment and conciliation) to suppress local terrorism. In this brief, the author contends that the Army is about to use an updated version of this approach against today’s jihadist threat, but with a new tactic thrown in – cooperation with partners.
