This paper discusses Russia's concept of information warfare and argues that it involves the employment a wide range of techniques in a concerted attempt to destabilize, and ultimately control, a foreign state. The author also highlights the importance for Western countries to understand the view of the world that Russia's military theorists have, which reflects Thomas Hobbes' state of nature defined by a 'war of all against all'. This is because he suggests it means that the EU and its allies will have to resist Russian aggression long after the conflict in eastern Ukraine is resolved.
