This brief assesses the lessons learned from the sanctions imposed on the Soviet Union during the Cold War and for those imposed on Russia following the 2014 crisis in Ukraine. The author examines whether the sanctions are an effective foreign policy tool or simply a blunt instrument that harms the West as much as it does the Kremlin.
