Based on the findings of a survey of policy practitioners, this paper discusses the foreign policy approach taken by South Africa towards other countries in Southern Africa since the end of apartheid. In particular, the author examines how South Africa has managed the gap between its relative economic and political dominance in the region and its disproportionally lack of leadership on regional integration initiatives. The author also offers some suggestions on how South Africa can improve its engagement with Southern Africa.
