This paper examines the intersection between civil society and government in the management of oil revenues, and explores the implications of this partnership for Ghana's broader development goals. More specifically, the author 1) provides a description of Ghana’s oil economy; 2) assesses state and civil society cooperation in managing oil resources; and 3) highlights the roles of both the state and civil society in managing the country’s oil as well as the challenges arising from the discovery of oil and its production. The paper concludes with recommendations on how to enhance state–civil society cooperation to ensure the effective management of the country’s oil.
