This paper examines the history and effectiveness of using sanctions as a way of inducing target countries or regimes to change a policy or action deemed unacceptable by the international community. The authors contend that although both historical precedents and academic comparisons indicate that the effectiveness of sanctions is, rather limited, per se, there are seven lessons to be draw from their effective use in the past. They explain what these lessons are.
