This brief explores how the EU and China, despite their normative differences, can work together to make an effective contribution to the international fight against terrorism and extremism. The authors argue that to be effective, joint counter-terrorism efforts should be framed as a human security issue focusing on the protection of European and Chinese nationals overseas and should take elements of arms control into consideration. Given that counter-terrorism is considered to be primarily a national competence, the authors also examine in which fields the EU can take the diplomatic initiatives on behalf of its member states.
