This brief examines the debates within the EU on how best to combine security activities with the longer-term exercise of building up third states' crisis management capacity. In particular, the author assesses the EU provision of military equipment to enhance partner countries’ capabilities in Africa, where, for example EU training missions are deployed in support of the African Peace and Security Architecture (APSA). He then assesses some of the existing technical, legal and political constraints connected to the provision.
