This paper discusses the direction and shortfalls of defense cooperation within the EU. The author argues that although the EU has developed many tools and procedures to increase its defense capabilities and foster security in its neighborhood and beyond, increases in EU defense cooperation are happening in a fragmented manner and slowly. He suggests that what this means is that the lack of European defense capabilities is not being adequately addressed in the EU. He then contends that all EU states need to play their role in improving European defense collaboration.
