This paper discusses the migration by sea of the Rohingya, a stateless Muslim minority from Myanmar, to Malaysia and Indonesia. The author looks at the causes of this migration, the main one being growing Buddhist nationalism paired with a lack of human rights protection for the Rohingya. She then looks at the challenges the migrants face when they reach their destination, including lax attitudes towards humanitarian issues and delays in immigration procedures. She points out that ASEAN's inability to address the issue at regional level makes the situation worse. The author concludes by stressing that as long as Rohingya persecution and migration remains a non-security issue, addressing the problem in a comprehensive manner will be difficult.
