This brief takes stock of the UN's sanctions against North Korea, which aim to prevent the further proliferation of nuclear and other weapons of mass destruction. More specifically, the brief's author 1) examines the implementation problems associated with the sanctions, which include their complexity and lack of definition; 2) describes how North Korea has both responded to and circumvented the sanctions regime; and 3) explains how the non-negotiability of the UN program directly collides with Pyongyang's view that nuclear weapons are intrinsic to maintaining North Korea’s security.
