This brief discusses how the targets of state and international organization sanctions and the strategic considerations about such targets by those who apply the sanctions can change. More specifically, the author looks at 1) why the EU repealed its sanctions against Uzbekistan even though the goals of this policy had not been fully met; 2) why the EU’s priorities for its sanctions against individuals in Syria changed following an alteration in views on regime change in the country; 3) changes in the priorities of the UN in its measures targeting al-Qaeda; 4) the EU’s sanctions regime against individuals in Transnistria; 5) the lifting of Western sanctions against Myanmar; and 6) UN sanctions against individuals in post-conflict countries.
