This paper examines what China’s Silk Road project and its May 2015 White Paper on military strategy say about Beijing's foreign policy goals, which include changing the present world order. Basically, both the project and the strategy show that 1) China believes its economic power will indeed yield enhanced political and strategic influence over time, and 2) given this belief, it is reinforcing its position in existing regional and global institutions while also trying to create new 'China-friendly' ones. Finally, the paper's author discusses how Beijing’s policies towards the US and EU need to be interpreted in light of the above goals.
