This paper examines the efforts the Ukrainian government has made to reform the country's economy, security and energy sectors and to tackle corruption. It also looks at how these measures are threatened by Ukraine's domestic politics and points out that without the political determination to carry out reforms, the country's domestic situation could become an even greater threat than the war in the Donbas region.
