This Issue Alert examines the potential for closer cooperation between the EU and the Community of Latin American and Caribbean states (CELAC), specifically in the case of crisis management cooperation (CMC). Since CELAC’s limitations are indeed blunting further cooperation, the Alert’s authors close by wondering whether the Union of South American Nations (UNASUR) might be a more suitable regional partner for Brussels’ CMC program.
