In the wake of the presidential election in Belarus in October 2015 which saw Alexander Lukashenko win a fifth term in office, this alert examines the dilemma facing the EU as it alternates between carrot-and-stick tactics in its relations with ‘Europe’s last dictatorship’. The author assesses the sanctions imposed by the EU on Belarus since 1998 and the recent steps the Union has taken to relax the sanctions as a reward for Lukashenko’s improved behavior towards the EU.
