This brief discusses how the concept of "hybrid threats" - loosely, using a combination of conventional and unconventional methods of warfare to confuse an adversary - should be defined. Among other observations, the authors look at 1) the need for conceptual clarity on what a "hybrid threat" is; 2) the approach the EU should adopt in countering "hybrid threats"; and 3) the importance of maintaining military capability as part of any counter measures to "hybrid threats".
