This brief discusses how Russia’s recent use of hybrid warfare, including its information component, could be more effectively countered by the West. More specifically, the brief’s author 1) discusses how Russia has increasingly relied on the Internet to spread its propaganda and confuse its opponents; 2) analyzes the European Union's recently enacted action plan on strategic communications (June 2015), which is designed to counter the disinformation that’s an essential part of hybrid warfare; and 3) considers the lessons Norway and Sweden can teach others on how they countered Soviet propaganda during the Cold War.
