According to this brief, the current spike in disorderly migration is allowing emerging powers – and migrants themselves – to challenge and change the global order. If the current order is indeed to be maintained, then states must agree on who and what may cross national borders and how. To buttress this argument further, the author of this brief 1) demonstrates how the push-pull dynamics of migration have changed dramatically since 2008, 2) examines what new factors are causing people to leave their home countries, and 3) wonders whether the West will have to adapt its traditional appeals to universalism.
