In light of the Paris terrorist attacks on 13 November 2015, this Issue Alert looks at 1) France’s decision to invoke the support of its EU partners IAW Article 42.7, and 2) how the member states might use the instruments they both created and forgot about in the Lisbon Treaty. (Note: Article 42.7 states that "if a member state is the victim of armed aggression on its territory, the other member states shall have towards it an obligation of aid and assistance by all the means in their power.")
