This paper tries to explain South Africa’s economic underperformance since 1994. One major reason for the poor results is that the country has not converted its mineral wealth into inclusive development, particularly the mining sector. The text's author concludes that "more coherent institutional choices" are required if South africa hopes to capitalize on its natural resources in sustainable ways.
