This paper 1) charts the changes that have taken place in the countries/regions adjacent to the EU over the past two decades, and 2) analyzes how the upheavals of recent years have altered Brussels’ relationship with its eastern and southern neighbors. In the case of the latter region, the paper contemplates how widespread violence has impacted local economies, reform and development efforts, and security. In the case of the EU’s neighbors to the east, the paper looks at the issues that have defined Brussels’ evolving relationship this part of Europe.
