This Alert discusses the invocation of the mutual defense clause of the Lisbon Treaty (Article 42.7) following the 2015 terrorist attacks in Paris. More specifically, the author explains 1) why France invoked this particular article; 2) why the defense clause was chosen over the solidarity clause (Article 222 of the TFEU); and 3) the scope of Article 42.7 and what it means for the EU as a security actor.
