This Alert examines the possibility of terrorists entering Europe as asylum seekers or refugees. In particular, the text's author analyzes 1) the routes these terrorists might take; 2) the reasons why the so-called Islamic State might want to “weaponize” migrants; and 3) the risks of radicalizing those who are now entering Europe.
