This brief contends that when it comes to international relations, Russia has a conflicting world view and different timeline than the West. More specifically, the author explains 1) why Russia sees itself surrounded by an "arc of crisis" that threatens its stability; 2) why its concerns are justified; and 3) why its emergency measures may be seen as a deliberate move towards state mobilization – politically, economically and militarily.
