This brief focuses on the importance India ascribes to controlling the Indian Ocean and how the EU can help foster functional maritime security cooperation in the region. In particular, the author elaborates on 1) India’s new-found maritime ambitions, which are designed to offset China’s increased military activities in the Indian Ocean; 2) why effective multilateral cooperation hasn't taken hold in the area, at least thus far; and 3) the prospects for future EU-India maritime cooperation.
