This brief analyzes the growing importance of the EU’s Justice and Home Affairs (JHA) agencies. While doing so, it also looks at 1) the evolving roles played by Brussels' foreign policy stakeholders; 2) how the latter might further cooperate with member nations and external agencies; and 3) the challenges and constraints the JHA community now faces.
