This brief takes stock of the intelligence cooperation that exists within the European Union. More specifically, it 1) highlights both the progress and problems that have come with increased cooperation; 2) questions the utility of creating a common European intelligence agency; and 3) provides alternative ways to foster closer European intelligence cooperation without centralizing it.
