This alert discusses the problems the EU faces in promoting security sector reform (SSR). They include 1) the resistance that inevitably occurs when such programs “reshuffle” a nation’s internal politics; 2) the limited inclusion of civil society in SSR initiatives; 3) the tendency not to embed security sector reform programs within wider frameworks; 4) the inevitable impediments raised by corruption; 5) the long-term commitments that SSR almost always requires; and 6) the EU’s limited SSR capabilities.
