This brief contends that when it comes to combating radicalization in the Horn of Africa, the concept/template known as Countering Violent Extremism (CVE) represents “a fledging approach.” Yes, CVE implementation in the region has made encouraging progress, but it also remains fragmented and largely underfunded.
