By compiling a wide range of experiences from different types of Ombuds institutions, this report provides a comprehensive picture of the challenges they face, particularly as they try to improve democratic oversight within a nation’s armed forces. More specifically, the report looks at 1) existing complaint, reporting, and investigation mechanisms in Ombuds systems; 2) the capacity problems they face; and 3) how Ombuds institutions in the OSCE region might adopt additional good practices and reduce the gaps that exist between armed forces personnel, citizens, and overall public authority.
