Since lifting its historic ban on arms exports in April 2014, Japan has trod an obstacle-ridden path in order to become a credible arms exporter. This piece 1) traces the transfer of Japanese military equipment in the past 18 months, and 2) how the transfers have contributed to Tokyo’s strategic ambition of becoming a fully-fledged security actor in its region, even at the expense of its economic self-interest.
