In a marked shift from previous policies, many advanced economies are pursuing labor market integration initiatives that are designed to assist refugees. This brief argues that although this approach may point to a more integrationist and humane refugee strategy, it risks undermining the integrity of existing policies and repeating the mistakes of the 1990s.
