This brief looks at the changing migration flows from Syria and the fresh problems they’re creating. Indeed, the negative effects of ‘realigned routes and returns’ are being compounded by three other problems – 1) the transformation of particular refugees into migration facilitators, which complicates the identification of who’s who; 2) the increased intermingling of refugees and foreign fighters; and 3) the reconfiguration of international alliances.
