It’s simple, say this brief’s authors. When it comes to technology, procurement and weapons manufacturing, it’s time for European countries to move beyond their traditional approach to defense cooperation – relying on joint arms procurement programs – and pursue new cooperative frameworks, at least where technological change has been more intense, rapid or disruptive.
