This brief argues that integrating together Europe’s different responses to the migration crisis may be the best way for policymakers to deal with the problem. The consolidation would involve the EU’s available tools, its CSDP missions and its border agency (Frontex). The hoped-for consequence would be an integrated “international migration crisis management system.” Getting there, however, will require EU members to address tricky questions such as who should do what and where. Yes, questions which cut to the very heart of Brussels’ ongoing strategic review.
