This report first analyses the recent strategic communications campaigns that have been conducted by Russia and the so-called Islamic State. More specifically, the text’s authors delve into the specific narratives being spread by these blatant propagandists, along with the audiences they've targeted, the tactics they've used, and the similarities and differences of the information campaigns they've conducted. The authors then look at the opinion- and perception-shaping counter-communications efforts being pursued by NATO and the EU, and how the Union might improve the effectiveness of its particular efforts.
