This paper analyzes the risks posed to Central Asia by the power transitions that occurred in Kyrgyzstan and Uzbekistan in the summer of 2016. It reciprocally argues, however, that the Kyrgyz Parliament’s interest in a constitutional referendum and the death of Uzbekistan’s President Islam Karimov could open up opportunities for further domestic liberalization and regional cooperation.
