This paper reflects on the institutional and administrative reorganization of Turkey’s migration policy, focusing on its relation with the EU since the early 2000s. More specifically, it 1) traces both continuities and discontinuities in different aspects of Turkey’s migration policies over time, 2) discusses the incremental steps towards policy harmonization with the EU, and 3) outlines the sui generis nature of Ankara’s migration policy by presenting three case studies. The publication also introduces recommendations for the legal framework of Turkey’s migration policies.
