What can the EU do to build resilience and address drivers of fragility in the Western Balkans? To answer this question, this report looks at 1) the impact of external actors on the region, including the EU, NATO, the US, Russia, Turkey, the Gulf States and China; and 2) key internal drivers influencing the region’s resilience, including those that relate to growing authoritarianism, relations between the state and civil society, violent extremism and more.
