This publication contends that the observed bilateral activity and coalition building amongst like-minded states on the subject of cyber activity is due in part to the failure of the UN in setting clear rules for the application of international law to cyberspace. The text’s authors explore 1) differing perspectives regarding state control of online content; 2) the phenomenon of ‘minilateralism’ as a decentralized approach to cyber governance; 3) the potential for the EU to establish itself as a cyber norm-maker, and more.
