In the case of the EU’s Common Security and Defense Policy (CSDP), why have civilian missions shrunk in 2016 even though the need for them has grown? To answer this question, this text's author 1) reviews the vision, relevance and seeming virtues of this part of the CSDP, and 2) concludes that Brussels should revive the civilian component of its crisis management portfolio.
