This case study analyzes 1) the institutional and policy responses to the 2015/16 drought in Southern Africa, and 2) the broader capacity of the region to deal with environmental stress. The responses, as to be expected, were only partially effective, although the more successful ones could be used as foundation stones for more helpful responses in the future.
